The word combines toetuse (support or benefit) and nõuded (claims or requirements). In government and nonprofit programs, toetonõuete specify who qualifies, under what circumstances, and what duties or reporting a recipient must meet.

The scope covers a range of programs, including social welfare payments, housing allowances, child benefits, and education grants. While the exact criteria differ by program and jurisdiction, common elements include residence or citizenship, age or family status, income and asset limits, and ongoing compliance with program requirements such as reporting, job-seeking, or participation in particular activities.

Administrators compare the applicant’s situation to the statutory rules and decide whether the person meets the toetonõuete.
