Common forms include wage subsidies or paid internships to facilitate entry into the labor market; vocational training and education subsidies; individual guidance and mentoring; rehabilitation and return-to-work programs; housing or social-support services; and early intervention for at-risk youth or families.

Implementation is typically overseen by government agencies, municipalities, and sometimes employers or non-profit organizations. Funding may come from national budgets, social security systems, or targeted employment programs. Eligibility is usually based on assessment of need, employment status, health, or disability, with cooperation between employment services, health services, and social services.

Evaluation focuses on outcomes such as employment rates, duration of support, participants' income levels, and quality of life. Critics point to complexity, administrative burden, and potential stigma, while supporters emphasise improved inclusion and long-term cost savings.
