Soojustootmine refers to the production of heat energy for space heating, domestic hot water, industrial processes, or other applications. It is a distinct energy service from electricity generation and is often organized through district heating networks or local heating systems that deliver heat to multiple buildings via insulated pipelines.

Production methods include fossil fuel boilers (natural gas, oil), renewable and low-carbon sources (biomass, biogas, waste heat from industrial processes, solar thermal collectors in some setups), heat pumps that extract heat from air, water, or ground, and combined heat and power (CHP) plants that generate electricity and capture usable heat.

District heating networks centralize heat production and transport it to end users, typically with metering and billing based on consumed heat, measured in megawatt-hours (MWh) or gigajoules (GJ). Local heating systems rely on individual boilers or heat pumps. Efficiency is influenced by the choice of fuel, plant technology, and the distribution network; CHP can improve overall efficiency by utilizing waste heat.

Environmental and economic considerations: fuel mix determines emissions; shifting to renewables and waste heat reduces carbon intensity; heat storage and smart controls help balance supply and demand and improve reliability.

Policy and market context: many regions provide regulatory support for district heating, energy efficiency standards, and incentives to replace aging infrastructure; pricing mechanisms and subsidies influence investment decisions, while carbon pricing affects fuel choices.
