Skattebetaler is the term used in Norwegian and some Nordic languages to denote a person or organization that pays taxes to the government. A taxpayer can be an individual, a company, or another legal entity that is subject to taxation based on residence, income, wealth, or economic activity. The concept is central to public finance and the functioning of fiscal policy, as tax revenue funds public services and redistribution.

In most tax systems, skattebetalere have obligations to register with the tax authority, file regular tax declarations or returns, report income, assets, and allowable deductions, and pay assessed tax within specified deadlines.
