Rörelsefriheten refers to the right of individuals to move and reside within a country and to exit and re-enter. It includes internal movement (between regions and municipalities) as well as cross-border mobility, including travel, residence, work, study, and access to services. In many legal traditions it is considered a fundamental civil liberty, protected by constitutions, human rights treaties, and, in an integrative context, by regional agreements.

In the European Union, rörelsefriheten is a core principle of the internal market. EU citizens may move and reside freely in other member states, seek employment, study, or retire, subject to proportionate conditions. The right is supported by Directive 2004/38/EC and subsequent case law, while showing allowances for public policy, public security, and public health concerns. Non-EU family members may also acquire certain rights through family reunification. National governments may implement reasonable restrictions.

Historically, movement rights have evolved from nineteenth-century civil liberties to more expansive welfare and mobility policies in the late twentieth century, with regional integration deepening the scope of rörelsefriheten for EU citizens. In Sweden, the concept is reflected in constitutional guarantees and international commitments, including EU law for residents and workers.

Impact and debates: rörelsefriheten enables labor mobility, educational opportunities, and cultural exchange, but raises questions about housing, social integration, and public spending. Critics may point to migration pressures, while supporters emphasize economic efficiency and individual autonomy.
