The primary purpose of rotateHue is to shift the hue of all pixels in an image by a specified degree. Hue is one of the main properties of a color, representing its pure color, such as red, yellow, or blue.

When rotateHue is applied, it takes the existing hue value of each pixel and adds a rotation amount to it.
