Riigieelarve, or state budget, is the annual financial plan of the Estonian state. It sets out expected revenues and planned expenditures for the coming year and functions as a primary instrument of fiscal policy. Preparation and adoption: The Ministry of Finance prepares the budget proposal in consultation with line ministries and state agencies. The government approves the draft and submits it to Riigikogu, Estonia’s parliament. The Riigikogu debates the proposal, may make amendments, and ultimately adopts the budget as a binding act. If changes are needed during the year, supplementary budgets may be issued to adjust revenue and spending.

Contents and structure: The budget records revenues, including tax receipts, social contributions, and other non-tax revenues, and expenditures, including current spending (wages, services) and capital investments. It shows a deficit or surplus and outlines financing plans and debt management. Expenditure is typically organized by function (education, health, defense, social protection) and by program. Many budgets also include a multi-annual fiscal framework to promote continuity and fiscal discipline.

Legal framework and oversight: Budgeting rests on constitutional provisions and national law. Riigikogu exercises legal oversight over budgetary approval and execution. The Ministry of Finance, together with other authorities, monitors implementation, while external auditing bodies review compliance and performance. As an EU member state, Estonia’s budget is also subject to EU fiscal rules and reporting requirements.
