A platform may include specific policy instruments, funding assumptions, timelines, and performance indicators to measure progress.

Development involves consultation with members and stakeholders, expert input, policy studies, and internal committees. It can be revised between elections and often requires formal approval by party congresses, boards, or leadership. Once adopted, the platform informs campaign messaging, candidate selection, coalition negotiations, and annual budget and policy agendas.

Platforms are distinct from campaign manifestos in their level of detail and intended durability; they are meant to be implemented or to guide governance, though they may be revised.
