Organization and staffing: They are typically created by municipalities or through joint regional authorities and led by a pelastuslaitoksen päällikkö or pelastusjohtaja, with an executive board. Personnel comprises professional firefighters; many areas also include volunteers integrated into the service.

Responsibilities: Primary duties include fire suppression, technical rescues (car accidents, structural collapses), water rescues and hazardous materials response; they also perform fire prevention work, safety inspections, risk assessment and emergency planning, training and exercises. They work with other authorities, health care services and the national dispatch center.

Equipment and operations: Units operate fire stations, fire engines, ladders, rescue vehicles and equipment for hazardous materials and water rescue; ongoing training is provided for staff.

Funding and oversight: Funding mainly comes from municipalities and regional authorities, with state subsidies in some cases. Oversight is provided by national authorities under the rescue services framework, and by the Ministry of the Interior in many matters.
