Parcelsa traces its origins to a medieval fishing village. It grew steadily during the 19th century after the arrival of a regional railway, then expanded into logistics and light manufacturing in the 20th century.

The economy is anchored in logistics, shipbuilding, seafood processing, and related services. The Parcelsa Port Authority operates the harbor and tariff-free zones; the city is connected by a deep-water port, a regional airport, and a single railway corridor; a ring road encircles the city.

Culturally, Parcelsa hosts the annual Market and Maritime Festival, highlighting crafts and seafood.
