Oikeusvalvontaa, or judicial oversight, refers to the mechanisms and activities that ensure legality and protection of fundamental rights in public administration and the justice system. It aims to guarantee that authorities act within the law, that decisions affecting individuals’ rights are made legally, and that the rule of law is maintained in society.

In Finland, key actors in oikeusvalvontaa are independent constitutional and legal supervision bodies. The Chancellor of Justice (Oikeuskansleri) supervises legality in the activities of authorities and public officials, issues rulings and legal opinions, and can initiate actions in court when necessary. The Parliamentary Ombudsman (Eduskunnan oikeusasiamies) handles complaints from private individuals about possible rights violations or illegal administrative actions, conducts investigations, and issues recommendations and reports. Together with the regular judiciary, these bodies contribute to overseeing that public power is exercised lawfully and that constitutional rights are respected. Other oversight bodies, such as the Data Protection Ombudsman, also play a related role in protecting legal norms within their mandates.

Methods of oikeusvalvontaa include receiving and examining complaints, conducting investigations, inspecting administrative actions, issuing statements or recommendations, and, if needed, guiding or initiating legal proceedings. The outcomes can be administrative corrections, changes in practice, or legal rulings by courts.

Relation to rights protection and remedies is central: individuals can seek redress through ombudsman procedures, and contentious issues can be resolved by courts or, in some cases, through international or European authorities if national remedies are insufficient. The system reinforces accountability and public trust in the Finnish rule of law.
