A netwerknummer is a Dutch term that refers to a two‑digit code that identifies a telecommunications network operator within the national telephone numbering plan. It is embedded in the subscriber number to indicate which network the call should be routed to, and it plays a critical role in inter‑operator and inter‑cellular call routing in both analog and digital telephony systems.

Within the telephone system, the netwerknummer follows the area code and precedes the subscriber’s unique local number. When a call is placed, the digital switching equipment reads the netwerknummer to determine the target mobile switching centre or operator. In the GSM and LTE infrastructure, this code is part of the Global System for Mobile communications (GSM) Network Number (NN) that instructs the inter‑site routing of the call or data session. By assigning distinct netwerknummers to each operator, the Dutch network keeps the traffic segregated and ensures efficient routing over the Public Switched Telephone Network (PSTN) and mobile core networks.

The distribution of netwerknummers is overseen by the Dutch telecom regulator, which assigns codes through a managed numbering plan. Allocation follows rules to avoid overlaps and to allow for future network expansions. Because the code is fixed, mobile network operators must coordinate with the regulator whenever a new local registration authority or network segment is created.

Beyond telephone routing, the term netwerknummer occasionally appears in other Dutch contexts, such as electricity grid management, where it designates a specific distribution network. However, in the most common usage it remains a key element of Dutch telecommunications numbering, enabling seamless interconnection amongst operators and the seamless passage of calls across the national grid.
