Nödhjälpskluster, often referred to as "clusters" in the context of international humanitarian aid, are a coordination mechanism designed to improve the effectiveness and efficiency of humanitarian responses. They were established by the Inter-Agency Standing Committee (IASC) in 2005 to address perceived gaps in coordination during large-scale emergencies. The primary goal of a cluster is to ensure a more predictable and effective response by bringing together all key actors – UN agencies, international and national non-governmental organizations (NGOs), the Red Cross/Red Crescent Movement, and relevant government bodies – working in a specific sector.

Each cluster is led by a designated lead agency, which is responsible for coordinating the activities of all participating organizations within that sector. Sectors typically include areas such as health, water and sanitation, food security, shelter, and protection. The lead agency facilitates joint analysis, planning, and implementation of programs, aiming to avoid duplication of efforts and ensure that humanitarian needs are met comprehensively. Clusters also play a crucial role in identifying gaps in the response and advocating for resources to address them.

The cluster approach is intended to improve accountability to affected populations and enhance predictability in humanitarian action. By providing a clear framework for coordination, it aims to streamline the delivery of aid, ensure that all affected individuals receive the necessary assistance, and make better use of limited resources during complex and often challenging humanitarian crises. The effectiveness of cluster coordination is continually reviewed and adapted based on lessons learned from various operational contexts.
