Missile programs serve purposes such as strategic deterrence, regional and theater defense, and, in some cases, space-launch ambitions.

Missiles vary by range, payload, and mission. Ballistic missiles rely on ballistic trajectories and typically carry nuclear or conventional warheads; they are categorized by short-, medium-, intermediate-, or intercontinental ranges. Cruise missiles fly guided paths at low altitude using jet or turbofan propulsion. Other categories include anti-air missiles, anti-ship missiles, and tactical battlefield missiles. Guidance systems range from inertial and radio command to satellite navigation, terrain-contour matching, and terminal guidance.

Lifecycle considerations include security assessments, research and development, testing, production, deployment, maintenance, upgrades, and eventual dismantling. Modern programs emphasize reliability, precision, survivability, and, in some cases, multiple independently targetable reentry vehicles (MIRV). The logistics chain covers manufacturing of propulsion, airframes, sensors, and warheads, as well as post-deployment support and civilian-military technology integration.

Governance and controls play a key role in shaping missile programs. International norms, export controls, and verification regimes seek to limit proliferation. The Missile Technology Control Regime (MTCR) aims to restrict transfer of missiles and related technologies. Arms-control efforts have produced limits and verification mechanisms for certain classes of missiles, though enforcement and compliance vary across states and eras.

Historically, missile programs have driven rapid advances in propulsion, guidance, materials science, and defense policy, contributing to regional arms races and influencing global security thinking.
