minimoiviin

Minimoiviin is a fictional municipality developed for use in academic case studies of regional planning and local governance. It is not a real place, but it is described with common features of Nordic municipalities to illustrate governance, demography, and intermunicipal cooperation.

In geography and setting, Minimoiviin is imagined as an archipelago in the northern Baltic region, comprising five inhabited islands connected by bridges and ferries. The land area is about 140 square kilometers, with coastlines, forests, and small inland lakes.

Demographics are designed to resemble typical small municipalities: a mixed Finnish- and Swedish-speaking population of about 6,000 residents in the model year, with an aging trend and services oriented toward families and seniors.

Government structures include a unicameral municipal council of 15 members elected every four years, and a mayor who acts as the executive head. The council coordinates through an intermunicipal association for services such as waste management and transit.

The economy centers on services, retail, fishing, and forestry, with seasonal tourism. Renewable energy trials, digital public services, and small-scale manufacturing appear in planning scenarios to demonstrate sustainability considerations.

Infrastructure and culture: Transport relies on bridges, ferries, and a main ring road. Public services include a primary school, health center, and library. The community is imagined as bilingual, hosting maritime heritage and craft festivals.
