Mevzuatlar is the Turkish term for the body of enacted normative acts that make up a jurisdiction’s legal framework. The plural form mevzuatlar refers to multiple texts, including constitutional provisions, laws, regulations, and other binding acts. In everyday and official use, the term denotes the entire system of rules that govern public life and private rights.

In Turkey, mevzuat covers several layers of law. The constitution (anayasa) sits at the top, followed by laws (kanun) adopted by the Grand National Assembly of Turkey. Below these are secondary rules such as by-laws (tüzük) and regulations (yönetmelik). Since the shift to a presidential system in 2018, presidential decrees (cumhurbaşkanlığı kararnameleri) have also played a role in the regulatory framework. The hierarchy is designed so that constitutional provisions prevail over statutory and regulatory texts, with each level providing authority for the next.

Publication and accessibility are central to mevzuat. Texts become binding when published in the Official Gazette (Resmi Gazete) and specify their effective dates. Today, official portals and databases provide access to current and historical texts, enabling researchers, practitioners, and the public to search and reference mevzuatlar.

They are essential for government administration, business operations, public procurement, and scholarly analysis, as they define rights, obligations, procedures, and administrative powers within the Turkish legal system.
