Länsstyrelsen, or the County Administrative Board, is the Swedish government agency responsible for implementing national policies and coordinating state administration within each county (län). There are 21 counties in Sweden, and each has its own Länsstyrelse. The agency operates under the central government and is headed by a governor (landshövding) who is appointed by the government and acts as the government’s representative in the county.

Within the county, Länsstyrelsen works to ensure that national laws and policies are applied locally, monitors regional development, and liaises with the municipalities. The agency is organized into divisions that handle areas such as the environment and climate, regional development, agriculture and fisheries, culture and heritage, and civil protection and emergency preparedness. It also oversees matters related to nature conservation, water management, and public health and safety when these are addressed at the county level.

Many of its decisions influence land use, environmental protection, and the management of protected areas, and Länsstyrelsen may issue permits or provide guidance in areas delegated from national authorities. In cases of national interest or emergencies, the county administration coordinates with other authorities to ensure a rapid and coherent response and the continuity of services.

History: The county administration system in Sweden dates to the 17th century. Since 1634, Länsstyrelser have acted as the central government’s link to the counties, with the governor representing state authority locally. Today, they balance regional development with national policy while municipalities handle many local services themselves.
