Külvitihedus is a type of sociological phenomenon observed in transitional societies undergoing significant social, economic, and cultural change. The term, which translates to "neighborhood watch" or "neighbourhood community" in Estonian, refers to a situation where community members actively participate in the surveillance and regulation of behaviour within their local areas.

This concept gained attention in post-Soviet Estonia during the early 1990s, where the vacuum of state authority and decline of traditional social institutions led to the emergence of informal community-based control systems. Neighborhoods began to organize themselves into community watch groups, which were often informal and grassroots in nature. Members of these groups would observe and report suspected wrongdoing or unruly behaviour, such as vandalism, theft, or public disorder, to the relevant authorities.

Külvitihedus has been interpreted as a reaction to the perceived breakdown of social cohesion and the rule of law in transitional societies. It reflects a desire for community-based social control and governing, where ordinary citizens take an active role in monitoring and enforcing social norms. While Külvitihedus may provide a means for local communities to reclaim spaces and respond to security threats, its dynamics can also be characterized by weaknesses in accountability, uneven distribution of power, and an erosion of trust in formal institutions.

Research on Külvitihedus has been conducted in various contexts, including Eastern Europe and Latin America, highlighting its complex and context-dependent nature. The concept has shed light on the diverse ways in which communities navigate their environments in the absence of effective governance.
