Köznevelés is a Hungarian term meaning education of the public or universal education. It denotes the portion of education intended for the general population and delivered through publicly funded schools, as opposed to private or church education. The concept encompasses the idea that basic schooling should be accessible to all children and adolescents and form the foundation for lifelong learning and civic participation.

Historically, köznevelés developed from church and town schools in the Middle Ages toward a state-coordinated system. The push toward universal literacy and compulsory schooling emerged in the 18th and 19th centuries, culminating in modern public education structures in the 20th century. In many periods the system evolved through reforms aimed at standardizing curricula, improving teacher training, and expanding access beyond urban centers.

In present-day Hungary, köznevelés is part of the public education system (közoktatás), typically organized under national or local authorities and overseen by the relevant government bodies. It covers primary and secondary education and often includes vocational training within the framework of compulsory education, with aims including literacy, numeracy, general knowledge, and civic literacy.

Current priorities include widening access, early childhood education, inclusion of students with disabilities, digital skills, and improving equity and outcomes. The system is financed from public budgets, with schools governed by local authorities or schools’ self-governance bodies.
