Käyttökunnat is a Finnish term that translates to "functional municipalities" or "service municipalities." It refers to a model of municipal cooperation in Finland where municipalities join together to provide certain public services. This cooperation aims to ensure the availability and cost-effectiveness of services, especially in areas with small populations or limited resources.
