Kuluttajavirasto, or the Consumer Agency, was a Finnish government authority dedicated to protecting consumers’ interests and promoting fair and safe consumer markets. Its work included informing and advising consumers and businesses about rights and obligations, helping consumers resolve disputes, and supervising compliance with consumer protection rules. The agency also monitored practices related to advertising, contract terms, product safety, and labeling to prevent misleading or dangerous conduct in the market.

Before its merger, Kuluttajavirasto operated as a separate body within the Finnish public administration. It engaged in policy development, international cooperation on consumer issues, and support for consumer organizations, as well as contributing to the enforcement of national consumer protection laws and related EU regulations.

In 2013, Kuluttajavirasto merged with the Finnish Competition Authority to form Kilpailu- ja kuluttajavirasto (KKV), or the Finnish Competition and Consumer Authority. The KKV continues the mandate of the former agencies, combining consumer protection, market supervision, and competition enforcement to safeguard consumer rights and promote transparent markets in Finland.
