koostöökogu
Koostöökogu, literally “cooperation council,” is a form of intermunicipal cooperation in Estonia. It brings together municipalities and other public authorities to plan and implement tasks of common interest that exceed the capacity of a single municipality. The main aim is to increase efficiency, coordinate regional development and public services, and manage shared activities across municipal borders.
