koostöökogu

Koostöökogu, literally “cooperation council,” is a form of intermunicipal cooperation in Estonia. It brings together municipalities and other public authorities to plan and implement tasks of common interest that exceed the capacity of a single municipality. The main aim is to increase efficiency, coordinate regional development and public services, and manage shared activities across municipal borders.

Legal form and governance: Koostöökogud can be established by agreement among partner authorities. In Estonia they may function as a separate legal entity (a joint municipal authority) or operate under a framework agreement with a governing body composed of representatives from member municipalities. The decision-making body typically includes councils or representatives; an executive or managing director handles day-to-day operations. The council prepares a joint plan and annual budget, and activities are financed by member contributions, state funding, and EU or other grants.

Functions and scope: Common tasks include spatial planning and land use, regional transport and infrastructure, education and culture, environmental protection, emergency and social services, and procurement of shared services or facilities. Projects are often funded through national programs and EU funds, such as Interreg.

Significance and challenges: Koostöökogu enables smaller municipalities to undertake large-scale projects and to coordinate services without merging administrative bodies. However, it requires clear legal basis, durable governance arrangements, and sustained funding. They operate within the framework of national law and EU programming rules.
