Kontrollansvarig is a professional role within Sweden’s building and planning regulations. The person is appointed by the project’s byggherre (client) to supervise that a construction project complies with applicable laws, plans and Boverket’s regulations during design and execution. The kontrollansvarig is typically engaged for projects that require a building permit (bygglov) under Plan- och bygglagen (PBL) and is responsible for ensuring that procedures, drawings, calculations and materials conform to the approved permit and current requirements.

The primary responsibilities of the kontrollansvarig include creating and maintaining a kontrollplan (control plan) that lists critical checks and inspection points, organizing and conducting inspections and tests, and ensuring that construction work follows the approved drawings and technical standards. They must document deviations, propose corrective actions, and ensure that necessary documentation and certificates are in order for submission to the building authorities. The kontrollansvarig also acts as a liaison with the municipality and coordinates information among design professionals, contractors and inspectors. At project completion, they verify that the final documentation and as-built drawings meet the permit requirements and facilitate the final inspection and occupancy decision.

Appointment and qualifications are regulated by the authorities. The byggherre appoints the kontrollansvarig, who must possess relevant professional competence and generally hold a degree in architecture, civil engineering, or a related field, with documented experience in similar projects and completed training for kontrollansvarig. It is important that the kontrollansvarig maintains a degree of independence from the executing contractors to preserve objectivity, although the role can be performed by an in-house employee of the client or by a consulting firm.
