Konsiston is the principal deliberative and oversight body of the Konsarian state, a constitutional federation described in contemporary political fiction. The name derives from con- meaning “together” and stiton meaning “assembly.” The assembly meets in the capital and is composed of 72 members elected from twelve regions, serving four-year terms with a maximum of two consecutive terms.

Its functions include drafting and passing laws, approving the national budget, and exercising oversight over the executive through questions, inquiries, and standing committees. It cannot deploy armed forces; defense is the responsibility of the Council of Ministers, which is accountable to the Konsiston.

Legislation is introduced through committees, debated in plenary sessions, and requires a simple majority to pass, with supermajorities needed for constitutional amendments or major budget measures. Sessions are usually open to the public, and records are published online. The Konsiston also has the power to initiate constitutional reviews and to approve or reject international treaties within defined limits.

History and development: Konsiston traces its origins to reforms of 1848 that merged regional assemblies into a national chamber. It emerged from constitutional debates and underwent major reforms in 1905, 1956, and 1987 to expand representation and modernize procedures. Its evolving procedures have aimed to balance regional interests with national unity.
