The primary purpose of a kiinteistötoimitus is to create or adjust registered land parcels. This can involve various actions such as the division of land into smaller parcels (lohkominen), the combination of existing parcels into a larger one (yhdistäminen), or the transfer of land from one property to another (erottaminen). It also encompasses the establishment of easements (rasitteiden perustaminen), such as rights of way or utility lines, which grant specific usage rights over another's property. Furthermore, kiinteistötoimitus can be used to rectify boundary discrepancies or to abandon registered parcels.

The process typically begins with an application submitted to the Land Survey Office (Maanmittauslaitos). The cadastral surveyor then conducts investigations, which may include on-site inspections, measurements, and consultations with landowners and other relevant parties. A formal meeting (toimitusasiakirjojen laatiminen) is held where the surveyor presents the proposed changes, and any objections are heard. The outcome is a set of official documents, including a cadastral map and a toimitusasiakirja (deed or record of the transaction), which are then registered in the official property register. These registered documents serve as legally binding proof of the new or altered real estate situation.
