Ilmiye refers to the religious and legal bureaucracy of the Ottoman Empire. This complex system encompassed a hierarchy of ulema, or Islamic scholars, who held positions of authority in religious, judicial, and educational institutions. The Grand Mufti, or Sheikh ul-Islam, was the highest-ranking religious and legal official, advising the Sultan on matters of Islamic law and issuing fatwas.
