haldusõiguste
haldusõiguste is an Estonian legal concept referring to the rights and duties associated with government administration. The term combines “haldus” – administration – and “õigused” – rights. It encompasses the authority that public bodies possess to make decisions, collect taxes, enforce regulations, and implement public policy, as well as the corresponding obligations of individuals and organisations to comply with administrative actions.
In Estonian law, haldusõiguste are grounded in the Constitution, the Administrative Procedure Act, and sector‑specific statutes.
The administration of haldusõiguste is overseen by the Ministry of Administration and Finance, with judicial review
