haldusõiguste is an Estonian legal concept referring to the rights and duties associated with government administration. The term combines “haldus” – administration – and “õigused” – rights. It encompasses the authority that public bodies possess to make decisions, collect taxes, enforce regulations, and implement public policy, as well as the corresponding obligations of individuals and organisations to comply with administrative actions.

In Estonian law, haldusõiguste are grounded in the Constitution, the Administrative Procedure Act, and sector‑specific statutes. They define the scope of administrative action, the limits of executive power, and the procedural safeguards available to citizens. A key element is the principle of legality: all administrative acts must be based on a legal basis and comply with procedural requirements. The right to a fair hearing, the right to appeal, and the right to access documentation are essential safeguards that balance state authority with individual rights.
