Gesloten biedingen is a Dutch term that refers to a procurement procedure in which bids are submitted in sealed envelopes and not disclosed to other participants. The most common form of gesloten biedingen is the sealed bid auction, often used for the acquisition of goods, services, or capital projects where confidentiality is desired.

In a typical gesloten biedingen process, an issuing authority publishes a set of requirements and an invitation to bid that includes submission deadlines and conditions. Businesses submit their bids in sealed documents, which are stored securely until a predetermined opening date. At that moment, all bids are opened simultaneously by representatives of the issuer. The highest and most favourable bid—according to the procurement criteria—wins the contract.

Closed bidding provides several advantages. It preserves the privacy of competitors, reduces the risk of collusion, and can encourage more competition by limiting strategic dominance by a single large bidder. It also simplifies the evaluation process, as all offers arrive at the same time. However, it may reduce transparency for stakeholders and can limit the issuer’s ability to negotiate late changes.

In many EU and Dutch procurement regulations, closed bidding is permitted under specific circumstances, often for projects of substantial value or where the items purchased have strategic importance. While entirely private tendering (open) remains the default in public procurement, gesloten biedingen remains a valuable tool for specialized contracting scenarios.
