Forsvarspolitik is the overarching framework of a country’s aims, principles, and actions to safeguard national security, deter aggression, and contribute to international peace. It translates to defense policy and covers military strategy, civilian readiness, and governance arrangements.

The policy identifies strategic objectives, threat assessments, risk management, and the required level of military and civil defense readiness. It guides the development and procurement of forces, capabilities (land, air, sea, cyber, space), reserve and civilian defense, and the resilience of critical infrastructure. It also addresses deterrence, crisis management, and international obligations.

Governance and process: formulation is led by the government and defense ministry, with parliament oversight, defense commissions, and public budgets. Long-term defense plans and white papers set priorities, while operations are conducted by the armed forces under civilian control and subject to constitutional law and human rights standards.

International dimension: defense policy routinely considers alliance commitments, such as NATO or regional partnerships, contributions to international missions, arms control, export controls, and interoperability with allied forces. It also aligns with broader security strategies, including cyber security and disaster response, and adapts to evolving threats and technology.
