It envisions a multi-level polity where regional entities retain defined powers while a central federation handles common policies and cross-border matters. The coinage draws on Latin foedus (treaty, pact) and federalis, signaling governance formed by binding agreements among regions.

In its theoretical usage, foederalis is presented as an adaptive framework capable of accommodating diversity within unity, allowing regional autonomy to coexist with coordinated defense, monetary policy, and standardized regulatory regimes. Institutions often described include a central council representing regional blocs, a constitutional court or arbitration mechanism for disputes, and a budgetary system that supports redistributive transfers without eroding regional sovereignty.

Compared with federalism or confederalism, foederalis is characterized by its treaty-based articulation of powers, explicit opt-in arrangements, and mechanisms for dynamic power reallocation as conditions change.
