Finantssuhet refers to financial support mechanisms used by governments, institutions, and organizations to provide money or financial relief to individuals, households, companies, or projects. The aim is to reduce costs, encourage desired activities, or mitigate economic barriers. The term is commonly used in Estonian policy and economic discourse and encompasses a range of instruments and programs.

Common instruments include direct cash transfers and subsidies; grants for research, education, and cultural initiatives; low-interest loans and loan guarantees; tax-based incentives such as credits, deductions, and exemptions; vouchers and priced subsidies for services; and equity investments or staged funding for startups and public projects. Recipients can be households, students, small and medium-sized enterprises, large firms, non-profits, universities, or researchers, depending on program objectives.

Administration and financing: schemes are run by central or local government agencies, educational or research institutions, or international bodies, and financed through public budgets, international aid, philanthropic funds, or public-private partnerships. Programs usually involve eligibility criteria, application procedures, monitoring, and reporting to ensure impact and prevent misuse.

Evaluation and challenges: effectiveness depends on targeting, delivery efficiency, and alignment with policy goals. Common issues include administrative complexity, cost overruns, leakage, fraud risk, and long-term sustainability concerns.
