A civilizer is an agent—person, institution, policy, or idea—credited with promoting, imposing, or facilitating what is considered "civilized" social, political, or cultural practices. The term derives from the verb civilize, itself from Latin civilis ("relating to citizens"), and has been used historically to describe missionaries, colonial administrators, educators, reformers, and state programs that sought to change behavior, governance, or belief systems in line with particular norms.

In historical contexts, "civilizer" often appears in accounts of empire and mission where colonizing powers framed their interventions as a civilizing mission. Such rhetoric was applied to the introduction of formal schooling, legal systems, urban planning, public health measures, and religion. The label could also be applied more broadly to domestic reformers and institutions aiming to promote literacy, hygiene, lawfulness, or civic participation.

The concept is contested. Critics argue that civilizing projects frequently involved cultural imperialism, coercion, loss of indigenous autonomy, and paternalism, while supporters historically justified interventions on grounds of progress or humanitarianism. Contemporary discourse tends to emphasize ethical constraints, cultural relativism, and the rights of communities to self-determination.
