Beredskapen refers to the state of readiness of a society, organization or institution to prevent, respond to and recover from emergencies, disasters or security incidents. It encompasses planning, resources and capabilities to protect lives, property and critical functions, and to maintain essential societal operations during crises.

The concept covers civil protection, emergency management and resilience. It includes risk assessment, prevention, preparedness, response and recovery, as well as leadership, coordination, communications and public-information systems. It also involves the stockpiling of essential supplies, maintenance of critical infrastructure and the training of personnel across public, private and volunteer sectors.

Key elements are national and regional risk analyses, strategic reserves, early warning systems, drills and exercises, legal and institutional frameworks, and public–private partnerships. Beredskapen is exercised through multi-agency coordination and incident command structures to ensure a timely and proportionate response.

Governance typically centers on a lead government department or agency with cross-sector coordination bodies. Internationally, efforts are aligned with global and regional frameworks such as disaster risk reduction programs and mutual-aid mechanisms, including coordination through international networks and agreements.

Implementation relies on ongoing funding, planning, training and public communication. After-action reviews and exercises help improve effectiveness, adapt to changing risks and strengthen resilience. Challenges include climate-related hazards, aging infrastructure, misinformation, and balancing civil liberties with security and emergency management needs.
