The aim is to maintain health, prevent illness, treat conditions early, and support functioning in daily life within the community.

Organization and delivery: Avopalvelut are primarily organized and financed by municipalities or joint municipal authorities, often contracted to private providers under public funding. Services are accessed via appointments or referrals, with triage to determine the appropriate level of care. Emergency care remains the responsibility of hospital emergency departments, while non-urgent cases are treated in outpatient clinics. Typical components include family medicine or general practice, nursing, physiotherapy, occupational therapy, psychology or psychiatry, social work, immunizations, screenings, and short-term rehabilitation.

Access and funding: Public funding covers most avopalvelut; patient charges may apply for some visits or procedures, with exemptions or reimbursements available through national social insurance. Digital services, such as online booking, electronic referrals, and remote consultations, have expanded access.

Role and challenges: Avopalvelut form the first contact point and ongoing care for many patients, coordinating with hospital services to reduce unnecessary admissions. Challenges include capacity, waiting times, geographic variation, and ensuring continuity of care, particularly for vulnerable groups.
