The concept integrates dimensions such as policy and governance (laws, access rights, records retention schedules), technology and metadata (digitization, format migration, provenance, preservation planning), accountability and transparency (provenance, audit trails), social and cultural bias and representation, privacy and security concerns, and economic factors (funding, sustainability).

Applications include guiding archival policy, informing digital preservation strategies, and analyzing memory politics. Criticisms include potential reinforcement of power imbalances, risk of erasing marginalized histories, and tensions between openness and privacy.
