alamkogu

Alamkogu is a term used in Estonian-language administrative and governmental contexts to denote a subordinate council or subcommittee established within a larger deliberative or executive body. The name translates roughly as “subcouncil” and is used for a body charged with specialized tasks, analysis, or oversight within the parent institution.

Usage and scope vary by institution. In many cases an alamkogu is created to prepare policy options, scrutinize proposed legislation or programs, or supervise implementation in a defined area before matters are decided by the parent body. Its mandate is defined by the founding charter, statute, or resolution of the parent organization.

Composition commonly includes a chair, a limited number of members drawn from the parent body, and sometimes external experts or representatives of relevant agencies. Meetings follow formal rules, with minutes and periodic reports to the parent body.

An alamkogu operates under the authority of the parent body and cannot exceed its remit without authorization. It can be dissolved, renamed, or rechartered when priorities change or its work is complete.

Geographic or linguistic use of the term is focused on Estonian governance and administration; there is no universal, fixed model, and closer equivalents in other systems may be called subcommittees, commissions, or working groups.
