Zielgebieten

Zielgebieten is a term used in German-speaking contexts to denote geographic areas designated for a specific purpose or objective. The plural form Zielgebieten derives from Ziel (goal, target) and Gebiet (area, region). In policy, planning and business, Zielgebieten are parts of a spatial strategy that concentrates resources, interventions or attention within selected locations to achieve defined outcomes.

Applications: In urban and regional planning, Zielgebieten identify zones for renewal, housing supply, infrastructure investments or land-use changes. In economic and regional policy, they mark areas eligible for subsidies, tax incentives or support programs, often linked to structural fund programs or regional development goals. In environmental management, Zielgebieten designate protected, restoration or conservation zones, where particular management measures apply. In marketing or public service delivery, the concept also appears as geographic targeting of campaigns, sales territories or service provision based on demand or need.

Designation typically follows a data-driven process: selecting goals, defining indicators (economic performance, social need, environmental status), mapping and delimiting boundaries, consulting stakeholders, and establishing governance and monitoring mechanisms. Benefits include focused impact, better alignment of funding with needs, and clearer accountability.
