The core aim is to minimize environmental harm from discarded electrical and electronic devices by ensuring their collection, proper treatment, recycling and safe disposal, while promoting reuse and material recovery.

Scope and objects covered include a wide range of electrical and electronic equipment (EEE), such as household appliances, IT and telecommunications equipment, consumer electronics, lighting, electrical tools, and other devices listed in the directive. The rules apply to producers, importers and distributors, as well as to local authorities and end users.

Key obligations center on producer responsibility. Manufacturers and importers must register their products, finance the take-back system, and ensure proper collection and recycling of EEE at end of life. In Germany, these tasks are coordinated through the Stiftung Elektro-Altgeräte Register (EAR), which maintains a national registry of producers and oversees compliance and data exchange with authorities. Distributors must provide customers with information about disposal options, and end users are expected to hand over waste EEE at designated collection points rather than disposing of it with regular waste.

Collection and treatment facilities are required to separate and process WEEE at licensed sites, enabling the recovery of materials and the safe handling of hazardous substances. Products are typically labeled with the crossed-out wheelie bin symbol, indicating that they must be collected separately and RoHS-compliant.

Enforcement and penalties for non-compliance vary by jurisdiction and can include fines or other corrective measures. WEEEBestimmungen thus align national practice with EU goals to improve recycling, reduce environmental impact, and enhance material recovery from electrical and electronic waste.
