Vuokralautakunta

Vuokralautakunta, or Rent Tribunal, is an independent administrative body in Finland that settles disputes arising from rental housing contracts. It provides a specialized, relatively informal forum for landlords and tenants to obtain binding decisions on issues related to leases and tenancy agreements.

Typical matters handled include rent levels and increases, service charges and deposits, maintenance and repair responsibilities, termination of tenancy and eviction restrictions, subletting, and other terms of the lease. The tribunal aims to resolve such disputes more quickly and with lower costs than ordinary court proceedings.

Procedures are initiated by submitting an application to the local Vuokralautakunta. Proceedings may be conducted in writing or in a hearing. The tribunal issues a binding decision based on applicable tenancy laws and regulations. The decision can be appealed to the district court within a specified period, typically 30 days, after notification.

Organisation and composition vary by locality but typically involve a chairperson and ordinary members representing both landlord and tenant interests to ensure balanced consideration. Local Vuokralautakunnat are established by municipalities or joint municipal authorities.
