Verwaltungsvereinfachungen

Verwaltungsverband is a German administrative term referring to a type of inter-municipal cooperation. It is a legal entity formed by two or more independent municipalities to jointly carry out specific administrative tasks that are more efficiently or effectively managed together. These associations are established based on a formal agreement, often a "Verwaltungsverbandssatzung," which outlines the scope of their responsibilities, the structure of governance, and the financial contributions of each member municipality.

The purpose of a Verwaltungsverband is to pool resources and expertise to handle shared administrative burdens. Common areas of cooperation include tasks related to public works, such as water supply and sewage disposal, waste management, local transport, and sometimes even planning or building permit processing. By consolidating these services, municipalities can often achieve economies of scale, reduce costs, and improve the quality of service delivery to their citizens. The member municipalities retain their legal independence but delegate the execution of specific functions to the Verwaltungsverband. The decision-making body typically consists of representatives from the participating municipalities, ensuring that their interests are considered in the management of the shared services.
