VAsystemet

VAsystemet, short for vatten och avlopp, is the collective term for the infrastructure and institutions responsible for drinking water supply and wastewater management. The system comprises water sources (surface water and groundwater), water treatment facilities, the distribution network that delivers potable water to households and businesses, the sewer network for wastewater collection, pumping stations, wastewater treatment plants, and, where relevant, stormwater management. It also includes the organizational framework—municipal utilities, regional agencies, or private operators—that plan, operate, and maintain the network.

The primary purpose is to ensure safe drinking water, hygienic sanitation, and environmental protection by treating and safely discharging or reusing wastewater. The system supports public health, ecosystems, and urban resilience by controlling contamination, meeting demand, and protecting water resources.

Organisation and governance: In many countries the VAsystemet is organized at municipal or regional level, with service obligations defined by law. Operators may be publicly owned or regulated private companies. Tariffs and funding mechanisms finance operation and capital investments, while authorities set water quality and environmental standards and oversee monitoring and reporting.

Planning and challenges: Long-term planning covers water resource availability, climate resilience, and system expansion; maintenance and modernization of aging networks; leakage reduction and non-revenue water; and compliance with environmental regulations. Investments in treatment technology, network optimization, and stormwater management are common priorities.

In Sweden, the term VAsystemet is widely used to describe the combined water and wastewater infrastructure, and similar concepts exist in many other countries.
