Ulosottamatta

The form combines "ulosottaminen" (enforcement of a judgment or distraint) with the suffix "-atta" indicating absence, effectively meaning "without enforcement."

It typically refers to temporary situations in which enforcement actions are paused, such as during an ongoing appeal ("muutoksenhaku"), repayment negotiations, or when a debtor's circumstances trigger a protection mechanism (for example, insolvency procedures or exemptions).

In practice, "ulosottamatta" appears in reports about debt cases, housing benefit disputes, or social welfare contexts where authorities defer collection. Critics argue that the term can obscure the precise legal mechanism at play, conflating different forms of relief into a single label. Proponents say it helps to describe a real-world phenomenon where enforcement is not immediate due to procedural or humanitarian factors.

Ulosottamatta is discussed in Finnish legal commentary and some academic writing on enforcement law and debtor protection. It is less common in formal statutes, where specific orders, suspensions, or deferrals are stated explicitly.
