Tööohutuskultuur refers to the shared values, beliefs, attitudes, and behaviors within an organization that influence how safety is managed and prioritized. It is the "way things are done" regarding safety. A strong safety culture is characterized by a commitment to safety at all levels of the organization, from top management to frontline workers. This commitment is demonstrated through consistent communication, proactive hazard identification and risk assessment, robust safety procedures, and the empowerment of employees to raise safety concerns without fear of reprisal.

In a positive work safety culture, employees feel responsible for their own safety and the safety of their colleagues. They are encouraged to report near misses and incidents, as these are seen as valuable learning opportunities rather than opportunities for blame. Management plays a crucial role in fostering this culture by actively participating in safety initiatives, providing necessary resources, and holding individuals accountable for safety performance. Conversely, a weak safety culture might exhibit a lack of management commitment, inadequate training, poor communication, and a tendency to prioritize production over safety, leading to higher rates of accidents and injuries. Developing and maintaining a strong tööohutuskultuur is an ongoing process that requires continuous effort and reinforcement.
