Teemaksusüsteeme, commonly referred to as tolling systems, are methods used to collect fees for the use of roads, bridges, tunnels, or other transportation infrastructure. These systems are designed to generate revenue for infrastructure maintenance, construction, and improvements, as well as to manage traffic flow and encourage alternative transportation modes.

There are several types of teemaksusüsteeme. Open tolling systems are the simplest, requiring vehicles to stop at a toll booth and pay a fixed fee. This method can cause significant traffic delays and congestion. Closed tolling systems, on the other hand, are more efficient. In these systems, tolls are collected based on the distance traveled, typically using entry and exit points on the tolled facility. Electronic toll collection (ETC) is a common feature of modern closed systems, where vehicles are equipped with transponders that communicate with overhead readers, allowing for non-stop passage and automated payment.

A further evolution is free-flow tolling, which eliminates physical toll plazas altogether. This system relies on advanced technology such as cameras and sensors to identify vehicles and bill them electronically, either through pre-registered accounts or by sending invoices to registered owners. This approach significantly reduces congestion and improves travel times.

The implementation of teemaksusüsteeme can have various economic and social impacts. Revenue generated can be reinvested in transportation networks, leading to better infrastructure and reduced travel times. However, tolls can also be seen as an additional cost for users, potentially affecting lower-income individuals disproportionately. Traffic management is another key objective, with tolls sometimes used to discourage travel during peak hours or to divert traffic away from congested areas.
