Taxation-based refers to approaches, systems, or policies that rely primarily on tax revenue to fund public goods and services. In public finance, a taxation-based model emphasizes collecting money through taxes as the main source of government income, rather than relying mainly on fees, state-owned enterprises, or debt. Tax policy may also be used to influence behavior and distribution through credits, exemptions, or rates.

Key instruments include personal income tax, corporate tax, value-added tax or sales tax, property taxes, excises, and environmental taxes. Governments may adjust rates, brackets, deductions, credits, and exemptions to raise revenue, encourage or discourage activities, and promote equity. Revenues fund health, education, infrastructure, defense, and social programs, and can be allocated via annual budgets or programs.

Advantages of a taxation-based framework include a potentially broad and stable revenue base, ability to fund universal services, transparency through public accounting, and the capacity to balance efficiency and equity through carefully designed tax policy, such as progressive income taxes or targeted credits.

Criticisms include susceptibility to tax avoidance and evasion, administrative complexity and cost, distortions from tax incentives, and potential regressive effects if the tax system places a larger burden on lower-income households without adequate protections. Revenue variability from economic cycles is also a concern.

In practice, taxation-based budgeting is common across democracies. Policy variants include carbon taxes, wealth or capital gains taxes, and VAT-inspired systems. Some models combine taxation with social contributions or user fees to finance specific programs, but the core concept remains funding through taxation.
