TVlagen, or the Television Act, is the Swedish legislative framework governing television broadcasting and certain audiovisual media services in Sweden. It sets the rules for licensing and oversight of broadcasters, obligations related to program content, advertising and sponsorship, accessibility, and protection of minors. The act covers traditional linear television as well as on‑demand audiovisual services that fall within its scope, with provisions updated to address digital platforms.

Key provisions commonly addressed by TVlagen include licensing of broadcast licensees, requirements for program diversity and public interest, restrictions and disclosures related to advertising and sponsorship, protections for children and vulnerable audiences, and rules governing political content and electoral coverage. TVlagen is designed to align Swedish law with the European Union’s audiovisual regulatory framework, notably the AVMSD, to promote media pluralism, consumer protection, and a coherent cross‑border market for audiovisual services. Enforcement rests with the national media regulator, which can impose sanctions, fines, license changes, or other remedies for non‑compliance and may oversee compliance through monitoring and reporting mechanisms.

Since its inception, TVlagen has evolved alongside technological change, including the shift from analogue to digital broadcasting and the growth of streaming and on‑demand services. Amendments have refined definitional scope, adapted licensing and content rules to new platforms, and reinforced protections for minors and audience rights. TVlagen remains a central element of Sweden’s media policy, balancing freedom of expression with consumer protection and market regulation.
