Tööohutuskultuur refers to the shared values, beliefs, attitudes, and behaviors within an organization that influence the commitment to and the competence of health and safety management. It is essentially the way things are done regarding safety in a workplace. A strong safety culture is characterized by a high level of awareness among employees about potential hazards and risks, as well as a proactive approach to preventing accidents and injuries.

This culture is fostered from the top down, with leadership demonstrating a genuine commitment to safety through their actions, policies, and resource allocation. It involves open communication channels where employees feel comfortable reporting unsafe conditions or practices without fear of reprisal. Furthermore, a robust safety culture encourages participation from all levels of the organization in safety initiatives, training, and decision-making processes.

Key elements of a positive tööohutuskultuur include clear safety procedures, regular training and education, effective risk assessment and management, and a system for investigating incidents and near misses to learn from them.
