Säädöks

Säädöks is not a standard Finnish word in common use; the correct term is säädös, with the plural säädökset. If you encounter säädöks, it is usually a misspelling or a form taken from a longer word (for example in genitive cases like säädöksen). A säädös is a regulation or rule issued by an authority to govern public or administrative matters.

A säädös is a binding rule that regulates rights, duties, procedures, or behavior within the jurisdiction of the issuing body. It operates within the framework of higher-level law and must be compatible with statutes (laki). Säädökset can take several forms, including government regulations (asetukset) issued by ministries or the government, and local regulations (kunnan säädökset) issued by municipalities.

Creation and publication are important aspects. A säädös is typically prepared by the competent authority, may involve consultation, and becomes effective on a specified date after official publication. In Finland, the official compilation and access to these texts are facilitated by legal databases such as Finlex, which publishes statutes, regulations, and other regulatory texts.

Differences from related concepts are notable. A laki is a law enacted by Parliament and holds supreme legal authority, while a säädös is subordinate to law and must conform to it. Asetus is a specific type of national regulation issued under statutory authority, whereas määräys refers to an administrative directive or order within an organization or agency.
