Statsoverhode

Statsoverhode is the term used in Danish and other Scandinavian languages for the head of state, the highest official representing a country. The head of state is distinct from the head of government, who runs the government and sets policy. The powers and duties of a statsoverhode vary widely by constitutional design.

In many constitutional monarchies, the monarch serves as head of state with largely ceremonial duties, while a separate prime minister or equivalent leads the government. Examples include the United Kingdom, Sweden, and Norway. In parliamentary republics, the president is typically the head of state with a largely ceremonial role, while a prime minister or equivalent handles daily governance (Germany, Italy, Finland). In presidential systems, the president is both head of state and head of government and may hold substantial executive powers (the United States, Brazil). In semi-presidential systems, the president may share or balance powers with a prime minister.

Typical duties include representing the country internationally, performing ceremonial functions, signing or promulgating laws, and formally appointing the prime minister or cabinet according to constitutional rules.
