Starrcades

Starrcades is a planned mixed-use district in the city of Larkhaven. Designed as a transit-oriented development, it combines residential, retail, and cultural facilities around a central transit hub to promote walkability and reduce reliance on cars.

The project was announced in 2010 as part of Larkhaven's urban renewal program. It was developed by a collaboration of public agencies and private firms, including Crescent Urban and Harborline Group. Construction proceeded in phases from 2012 to 2021, with core infrastructure completed in 2015 and the first residential blocks opening in 2018.

Urban design emphasizes sustainability and public space. The district features mid-rise residential towers, ground-floor retail, and open-air plazas. The centerpiece is Starrcades Hub, a transit interchange that connects a light rail line with bus rapid transit and a comprehensive cycling network. Parks, a cultural plaza, and the Starrcades Atrium host markets, performances, and community events.

Governance and reception: Starrcades is administered by the Starrcades Development Authority, which handles zoning, infrastructure maintenance, and public services within the district. The development has attracted residents and businesses, but has drawn criticism over affordability and traffic congestion in peak hours. Proponents cite enhanced mobility, economic activity, and urban vitality, while opponents warn of gentrification and the risk of displacement in surrounding neighborhoods.
